The project in a glimpse
The iProcureSecurity PCP project – Grant Agreement No. 101022061 – follows the initiative of the European Commission on pre-commercial procurements, fostering research and development of innovative technologies to strengthen the European market. By doing so, the project brings together a joint endeavour of twelve partners from six countries, representing a mix of eight public procurers – guided by Kentro Meleton Asfaleias (Greece) as lead procurer: Empresa Publica de Emergencias Sanitarias (Spain), Servicio Madrileño de Salud (Spain), Österreichisches Rotes Kreuz (Austria), Azienda Sanitaria Locale Benevento (Italy), Agenzia Regionale Emergenza Urgenza (Italy), Ellinikos Erythros Stavros (Greece), Ethinko Kentro Amesis Voitheias (Greece), İzmir Büyükşehir Belediyesi (Turkey), and three supporting partners (Synyo, Acil Afet Ambulans Hekimleri Derneği, and empirica). The consortium focused on specific marketing gaps in the emergency medical domain and foster the research and development in order to fill these gaps. The project will follow a competitive series of design, prototype and pilot steps, contracting suppliers to deliver the creation and deployment of the envisaged solution.
The vision of the project is to build the foundation for the development of novel triage management systems, that are enable to overcome fundamental shortcomings of current systems. The solution proposed by the project aims to digitalize key processes of triage management systems in major incidents. Thus, improving the planning and the decision-making processes of the actors involved in major events, as well as contributing for a more efficient and secure support for the victims.
What Is Required?
To reach the scope, the quality and the efficiency of the project objectives, suppliers will have to take into account (a) the combination of innovative technologies; (b) organisation and structural component in which the solution will be embedded; (c) the integration of existing national-based systems and procedures; and (d) technical requirements and use cases which have been created within the project implementation activities.
From a technology perspective the focus area includes means to continuously capture and update triage information, the sharing of information in real time among several stakeholders and the gathering and update of casualties’ vital parameters.
The iProcureSecurity PCP project has identified four main challenges in the triage management system:
- Triage tracking. The tracking of triage situations is currently done manually by the actors on the field. This makes quite difficult for the stakeholders to collect the information for an initial overview, to maintain an updated vision on the situation while the latter evolves, and to connect with and update in real time the other stakeholders involved in the rescue activities.
- The iProcureSecurity PCP solution should take into consideration to digitalize the existing manual system, and thus, allow to maintain a record of the triaged casualties; to update in real time the data baseline; and to share it with the relevant stakeholder.
- Data interoperability. The data interoperability between different organisations on-site is currently a challenging task, although extremely pivotal for the successful outcomes of rescues in major incidents.
- The digitalized solution provided by the project wants to provide a fully interoperable system which will be able to react and adapt to unexpected changes of the situation. This will also simplify and smooth the decision making processes for casualties prioritisation and resource planning.
- Information handover. Casualties are often handed over to several stations, when major incidents occur. This also means that the casualties are monitored, checked and treated by different actors. The objective for the information handover is to be as accurate as possible, while also consuming as little time as possible for the personnel involved, which can be a challenging task if factors such as a manually written or transcribed documentation, proprietary systems and potentially semantic or taxonomic difficulties are involved.
- A distribution of digitalised triage information to any authorised data consumer is efficient, consistent and reliable and does not bind human resources of the involved organisations. It also has the inherent advantage of providing a larger amount of information than what is strictly necessary for the supported process step, which would be well beyond the scope of an efficient manual handover.
- Mutable circumstances. In a large-scale incident, the situation can evolve rapidly, involving multiple organisations, carrying out a large subset of routines involving multiple decision points. A manual documentation of these activities is challenging, as it binds valuable resources and is often carried out under stress, impacting the accuracy, thoroughness and correctness of captured information.
- The solution will provide a consistent, chronological, documentation on the triage classification, the treatment received on site, and the handover for transportation. By using consistent reference objects and adhering to standardised data formats, a comprehensive data basis is created throughout an incident, which supports the analysis on how the incident situation evolved on site, and derive insights on how to continuously improve the triage procedure from a long-term perspective

iProcureSecurity PCP Call for Tender
In order to facilitate the understanding of the above-mentioned requirements and on additional technical specifications and needs, the project is launching the Call for Tender.
The Call for Tender will summarize all the administrative, technical and financial requirements and specifications which will be requested to be implemented by the suppliers. It will be considered the official and comprehensive document, based on which the proposals will be submitted.

Eligibility criteria
– Open to all types of operators (companies or other type of legal entities) regardless of their size or governance structure.
– Single entity or joint tender offer (consortia)
– The organisation or consortia of organisations must be able to cover all the requirements unless stated otherwise.
Evaluation criteria
– Exclusion, Selection, Compliance and Award criteria are yet to be developed.
– Quality-price ratio will put a focus on quality.
Intellectual Property Rights
– Suppliers keeps ownership of the IPRs attached to the results generated during the PCP implementation.
– A financial compensation is calculated in the financial section of the tender, valuing the allocation of ownership of the IPRs by giving an absolute value for the price reduction between the price offered in the tender (actual price) compared to the exclusive development price (market price) to ensure compliance with the EU R&D&I state aid framework. The actual price is the price quoted by the bidder considering that they are retaining the IPR on the outcomes in accordance with the framework agreement to be signed and that they can exploit the developed project knowledge in the market. The market price is the price that the bidder would have quoted if the project IPR on the outcomes were fully retained by the contracting authority and the bidder did not have the possibility of exploiting the intellectual property (knowledge developed within the PCP).
The Innovation Procurement Platform: a unique support to the suppliers
Following the needs and specifications of the iProcureSecurity PCP project, the Innovation Procurement Platform has been established. The Platform serves as online eco-system that facilitates the engagement and the information gathering for the suppliers. (see article “Marketplace for Innovation Procurement”)
More specifically, the Platform has been designed to provide potential suppliers with the option to register, showcase their products and solutions – as well as additional relevant documents – and to match interests, solutions and services with other suppliers and relevant partners.
In addition to that, and following the specifications and need of the Call for Tender, the Platform included a section for the tender submission evaluation system. The latter has the advantage of being a transparent, intuitive and easy-to-use evaluation system and thus, promoting unbiased selection of offers.
